Quotation Ὅτι ἐδέξατο Ἰουστινανὸς παρὰ Ἀβάρων πρέσβεις, ἐφ’ ᾧ σφᾶς περιαθρῆσαι γῆν, ὅποι τὸ φῦλου θήσονται τὰς οἰκήσεις. καὶ ὁ μὲν βασιλεύς, Ἰουστίνου τοῦ στρατηγοῦ σημήναντός οἱ, ἐν βουλῇ ἐποιήσατο ἐς τὴν Ἐλούρων χὠραν κατοικίσαι τὸ ἔθνος, ἔνθα πρὸ τοῦ ᾤκουν οἱ Ἔλουροι· δευτέρα δὲ προσαγορεύεται Παιονία· καὶ εἴ γε θυμῆρες αὐτοῖς ἐγένετο, καὶ κατένευσεν ἂν ὁ βασιλεύς. ἀλλ’ ἐκεῖνοι Σκυθίας οὔτι ᾤοντο δεῖν ἔσεσθαι ἐκτός· αὑτῆς γὰρ δήπουθεν ἐσότι ἐφίεντο.
Translation Envoys came to Justinian from the Avars to look over the territory where the tribe was to make its home. On the advice of the general Justin, the Emperor was planning to settle the tribe on the land which the Heruls had earlier inhabited, which is called Second Pannonia. If they had agreed, the Emperor would have granted this. But the Avars were unwilling to live outside Scythia, since, I suppose, they were greatly attached to the place.
Summary Emperor Justinian wants to settle the Avars in the Pannonia II, the area where the Heruls used to live, but the Avars decline after an inspection of the land, wishing to remain in „Scythia“, which may refer to the Scythia minor or the Black Sea steppe.
