Quotation Si quis liber homo in eadem civitatem ubi rex praesens est aut tunc invenitur esse, scandalum penetrare praesumpserit, id est si incitaverit et non percusserit, sit culpabiles solidos duodicem in palatium regis. Nam si perfecerit et percusserit, sit culpabiles in palatium regis solidos viginti et quattuor; excepto plagas aut feritas si fecerit, sicut subter adnexum est, conponat.
Translation If any freeman creates a disturbance in that civitas [district] where the king is present, although he does not strike a blow, he shall pay twelve solidi to the king's palace. But he who raises a disturbance and also strikes a blow, shall pay twenty-four solidi to the king's palace. In addition, he shall pay composition for any wounds or injuries which he caused as provided below (Emended from K. Fischer-Drew, trans., The Lombard Laws (1973), p. 59)
Summary Rothari, No. 37 establishes a twelve solidi composition payable to the royal palace (i.e. royal fisc) for any free man who causes a disturbance in a city/district [civitatas] where the king is present, but where they do not strike a blow, and a composition of twenty-four solidi if they do strike a blow.
